A 58-year-old Hilo man is facing possible enhanced penalties for allegedly committing offenses during a declared emergency in connection with two incidents at a Pakele Lane residence in Hilo.

According to police reports, Andrew Luna of Hilo was arrested and charged for the incidents.

In the most recent incident on Monday, Luna allegedly entered a neighbor’s home without permission, grabbed a 10-year-old girl by the hair and dragged her down stairs, then engaged in a physical struggle with another resident, before being chased off the property.

It’s alleged Luna had previously entered the ‘ohana unit of the same home without permission on Aug. 13.

Luna was apprehended by police a short time after the second incident.

Luna is charged with burglary of a dwelling during an emergency period, first-degree burglary, third-degree assault, three counts of second-degree unauthorized entry into a dwelling, and two counts of trespassing.

The most serious offense, burglary of a dwelling during an emergency period, is a Class A felony offense that carries a maximum penalty of 20 years imprisonment.

Luna made his initial appearance in Hilo District Court on Wednesday. His bail was maintained at $213,000, and he was ordered to appear for a preliminary hearing on Aug. 24.
