The indictment charges Labin with manslaughter, first-degree negligent homicide and DUI.
Labin is being held at Kealakehe police station, unable to post $150,000 bail.
According to police, officers responding to a 7:28 p.m. call determined that Labin was driving a white 2017 Toyota Tacoma pickup truck Kona-bound on the Old Kona Airport roadway when he veered off the paved portion of the roadway onto an unfinished gravel area and struck a man who was walking south on the unpaved portion of the runway.

Manslaughter is a Class A felony that carries a maximum prison term of 20 years, while first-degree negligent homicide is a Class B felony with a potential 10-year prison sentence. Labin cannot be convicted of both charges.
